From following your suggestion I discovered that the term 'budgie smugglers' was mentioned in the script of The Games by St. John of Clarke: Bytes: Budgie Smuggling and Politicians Portrait by John Murray.
ha ha, Bytes' comment about the first official use of the term budgie smugglers reminded me of an old naked vicar show sketch [so old I first heard it on the radio]:
There you are; another of Australia's top hazards! I'm sure the multicoloured cossie - with red right at the front - was designed to capture someone's attention [if not a vote?]
I want to stick that photo up beside my front door ...it'll work better than the "do not knock" sticker!
